As of year 2007, The Commonwealth of Puerto Rico does not have a Citation Tracking System (CTS) that tracks the complete “life cycle” of a traffic citation (from distribution to an officer, to its issuance to an offender, to its disposition, and to its placement on the driver history file as appropriate.
