As of year 2005, Law enforcement agencies throughout the state use a uniform traffic citation data set, each of the agencies has its own numbering scheme. The Virginia State Police (VSP) and local law enforcement agencies have guidelines for distribution and accounting of citations. Thus, it appears that citations can be accounted for from their distribution to an officer to their issuance to a violator. Information about the remainder of the citation lifecycle is provided by the CAIS which establishes an infrastructure for a statewide citation tracking system. The information needed to chronicle a citation’s lifecycle is collected and available in aggregate form through CAIS. The system records the following data: the issuing agency, officer, offender, offense(s) originally charged by the officer, including its statutory citation and the final disposition of the charge(s) by the court.
