Reading List:
The publications in the 'reading list' are just that, documents that have
been identified by NHTSA and TSASS as examples of reports and references related to
Performance Measures which may be of value to those responsible for writing
State Strategic Plans. Other documents will be added as they are
identified.
Creating SMART Goals - a
short 'think piece' about setting goals that can be used to evaluate projects.
DOE Performance
Measures Handbook - A report by DOE on their perspective about defining
performance goals.
Health Program Performance Measurement - a link to health-specific
performance measures.
State of Practice in Safety Management Systems - A report prepared by Jack
Zogby in the days of Safety Management
TRB Report - Performance Measures for
Transportation Systems
TSIS Management System Samples:
There are a few documents that are posted here related to the NHTSA TSIS
Program Management System that are intended to provide examples of the various
reports that are being provided to NHTSA - based upon the information submitted
in the State Strategic Plans - and what the states provide in their progress
reports.
Sample Reports
Descriptions: This document provides a brief description of the following
sample reports from the prototype TSIS Management System.
This report documents
each project in a State Strategic Plan. To the furthest extent possible we
have cataloged performance measures, goals, and milestones for each
project. The system will allow us to enter progress reporting and to
prepare monitoring summaries as shown later.
The area highlighted in
yellow is the information that will be at the public web site. All other
information will only be available to the specific state so they can verify
what we have on file for them, and to NHTSA.
This pair of tables
will be prepared by State or Region. It shows the tally of projects by
system area and performance area on the top of the page, and the number that
are currently meeting or exceeding their stated performance goal.
This report shows the
current status of projects by state. The status values are a function of
the projected date versus reported date for each milestone.
This table shows what
MMUCC database elements are being collected for each state. A
similar report will be prepared for NEMSIS elements.
This report shows, for
a specific state, what elements they reported as being collected in their
database by program year.
We will also prepare
reports from the TSIS Systems Inventory showing what a state has reported
over time. We have archived the past two years of TR Systems updates and
will produce a report for each state that lists what they reported for each
numeric field or fixed classification level by year. For example, one of
the questions in the Crash Data System area asks the length of time from the
occurrence of a crash to when it is available for analysis. This ‘crash
timeliness’ measure will be shown by program year.
